Customizing Local Push Notifications

I had successfully set up a local push notification that reminds people to get up and exercise their legs but I am having some issues:
1) to have the actions of the push notifications displayed instead of hidden. The options are there but just hidden by default so I need to swipe down in order to see the options. Is this something to do with the 3Touch business? I am running the app on IOS 12.1.
2) is there a way to set this up so only between say 9am to 5pm the notifications will be triggered (no point waking people up at 3am, is it? Lol)?
