Why does the layout_below not work equallly in different situations?

i wanted to know why my button fills all the relative layout, when i write layout_below. And also how to fix it.
This is my first button, the one which works well:

and this is the one which fills all the screen:

Please i would like to know why the second button fills all the relative layout instead of the first.
