Connection to transfer picture and location from Android application to NetBeans Java program

I have an app which needs to connect to a Java program on PC using NetBeans. How can I do that?
I used TCP/IP to send messages to PC, but it ain't reliable because IP of my phone keeps changing and can't be used for far away users. How can I solve this problem? And how can I connect to database to save the message which I'm receiving from app.

It's unclear why the changing IP address is problematic. Are you transmitting data over the internet, or on a network? What are the protocols? You should also make a separate post for your database question.
