Add HTTP headers to all responses from Tomcat6

We have an old war file running on an old instance serving a web app. For security reasons, we have been told that we need to have some new http headers in order to satisfy corporate security requirements. Headers that are missing or need to be changed are:
- Cache-Control
- Content-Security-Policy
- Strict-Transport-Security
- X-Content-Type-Options
We do not have access to code; we only have a war file. Its running on Tomcat6.
We have access to web.xml, context.xml and server.xml on the machine.
Is it possible to change one of the xml files in order to add or change the headers?
Any help/advice is appreciated.
