Taxi dispatching system

As I have described in the title, I am planning to develop a taxi dispatching system (uber like) which works for one metropolitan city . My question is
1) How can i choose between the available programming languages? Would be great to point to one based on experience.
2) Since, it might grow to be used for business organization; how can I incorporate APIs into the system. Like map, etc
3) If possible I would appreciated anyone suggesting an architectural insight and which kind of server I should use .
4) how can I use GPS sensors that could be installed on to a car to work with my system.
