How can i open aspx page even route doesn't exists

I want to know can i open aspx page when there is a problem with dynamic routing.
There is a static route links in aspx page like: <%$RouteUrl:RouteName=login %> causes an error when there is a sql connection problem. Because routes doesn't load when connection is broken.
I want to see the page if routes doesn't load too. Is it possible to ignore/bypass errors of route load?
Update:
Routes are coming from db
Getting this error: A route named 'xxxx' could not be found in the route collection.
