that's the basic structure:
<?xml version="1.0" encoding="UTF-8"?>
<lint>
<issue id="...">
...
</issue>
</lint>
templates would not make much sense there; for example, take this one lint.xml
it would barely match your project's LINT complaints, code classes and paths.
