Last item is select list not deleting from the database
I currently have a select list which functions almost perfectly. The issue i am experiencing is when all previously selected items are unselected and form submitted, a single item remains selected. Why is this occurring? What changes do i need to make to my code in order to delete all items when unselected. Thanks in advance! my code is below:

if(!empty($_POST["domain_list"]) || isset($_POST["domain_list"])){
