Code the bindingRedirect instead of setting in config file

Is it possible to write c# code to do bindingRedirect of runtime libraries instead of setting it in the application's config file? The bindingRedirect that I want to code is
<assemblyBinding xmlns="urn:schemas-microsoft-com:asm.v1">
<dependentAssembly>
<assemblyIdentity name="Microsoft.Owin" publicKeyToken="31bf3856ad364e35" culture="neutral" />
<bindingRedirect oldVersion="0.0.0.0-3.1.0.0" newVersion="3.1.0.0" />
</dependentAssembly>
</assemblyBinding>
The reason for doing that because my application does not have any config file.
