That's not how redux is meant to be used.
Assuming you have different namespaced reducers, you could have a bigger reducer that will eventually catch the action and you can do what you want.
So, just use the right reducer for what you need to do.
If you really want to do that, there's many hacks you could try but when you go out of your way to use something for the opposite of what it's meant to be used, there's probably something wrong in your code and you shouldn't be using redux for that.
Hacking your way out of redux, you could, for example, set a global variable to the state in the moment you want, then access it from somewhere else.
i.e.
global.x = 0;
// ...
// somewhere in your reducer
global.x = 1;
