This literally shows when i open someone's cmd prompt. It's preventing her from doing her work. I've tried logging in as admin, c$, and restarted the laptop. Any suggestions?

This seems like it would be more appropriate on Super User.

1) start cmd and then run: setprompt|clipand "paste" this "out" in a notepad for take a look in "prompt "(default=prompt &p$g.)- - 2) get autoruns for check any anormal service/softer in the system, 3) run: "rundll32 sysdm.cpl,EditEnvironmentVariables" and take a look. --4) type prompt $p$g
