Change type and value of IR column based on other table value in apex 5.1

I have this IR, and I want to make column STATUS_REPONSE type as LINK to another page (upload page) if the value equals to Répondu and a textfield if else.



Also the value of the column STATUS_REPONSE must change to Répondu once a file is attached.



I tried using dynamic actions but so far it doesn't work.



Can anyone help or point me the right way please ?
