How to navigate system voice action to my activity?

Android is giving support for launching custom activity for some system actions using voice command. What i need is whenever user says "Ok Google, Call Robert", my application activity should be launched or my application should be listed out to complete that call action. How can I achieve this?
Here is how i configured call intent
manifest.xml
<?xml version="1.0" encoding="utf-8"?>
<manifest xmlns:android="http://schemas.android.com/apk/res/android"
package="com.example.callintent">
<uses-permission android:name="android.permission.CALL_PHONE"/>
<uses-permission android:name="android.permission.READ_PHONE_STATE" />
<application
android:allowBackup="true"
android:icon="@mipmap/ic_launcher"
android:label="@string/app_name"
android:roundIcon="@mipmap/ic_launcher_round"
android:supportsRtl="true"
android:theme="@style/AppTheme">
<activity android:name=".MainActivity">
<intent-filter>
<action android:name="android.intent.action.CALL"/>
<category android:name="android.intent.category.LAUNCHER" />
</intent-filter>
</activity>
</application>
But no use, every time it is using the default dialer, also not giving complete action dialog.
