Enforcing https leads to redirect loop in htaccess file

I have an existing htaccess file that I am trying to update to enforce HTTPS
Existing File (partial / full file here )
RewriteEngine On
RewriteBase /

When I try to add the "enforce https" part:

RewriteRule ^(.*)$ https://%{HTTP_HOST}%{REQUEST_URI} [L,R=301]
...
It results in an endless redirect loop.
