Setting up Windows environment Axway Appcelerator Titanium

I am trying to setup a windows machine to work with Titanium and the app is building and the process completes and uploads (updating tiapp metadata with Appcelerator Platform...
[TRACE] : Uploaded tiapp metadata with Appcelerator Platform!) and then fails. This happens on existing projects and new empty projects.
I have set up windows for titanium before without issue, I have tried reinstalling everything I can think of and the documentation is pretty light for windows anyone know what I can try?
Error: Failed to install app: Found package: C:Usersmikes.titaniumvsbuildMVMobile_V2win10.x86AppPackagesONEONE_3.0.5.4_Win32_TestONE_3.0.5.4_Win32.msix
Error: The package or bundle is not digitally signed or its signature is corrupted.
